I had an idea to use surface soil scraped off the driveway at the bottom of a pallet veg bed, covered in cardboard and with fresh compost on the top. The soil contains a lot of small weeds and mosses.
Will this work or will I have a forever problem with the moss?

I'm interested to hear what people think, having scraped a lot of moss of the drive (such a lot this year, don't remember it other years) and put it in the compost bin.

Yes but it needs to be spread out amongst the rest of items to be composted.

I was concerned that the moss might just reproduce. What does the spreading out do? Does that help it break down?

Yes, if you put it all as a lump it doesn't compost down. Just spread it out and it will be fine.
